291 Harrow Road is established to facilitate a well-rounded, mixed high street community. The development provides a combination of affordable housing, adult care, and new employment space with a new commercial unit on the ground floor. Better pedestrian access, wider pavements, and public realm improvements will also make the development more attractive and accessible to everyone in Liverpool and the surrounding area.
A key feature of the development is the innovative All-Weather Play Space, offering 673 sqm of play and recreation areas, including 230 sqm of fully weather-protected outdoor activity space. The design promotes social engagement and healthy lifestyles, especially for families and young residents.
Designed by Carter Gregson Gray, the scheme places a strong emphasis on energy performance and environmental responsibility. Projected to achieve a 70% reduction in operational energy use compared to current standards, it also targets GLA embodied carbon benchmarks. Sustainable design elements include green roofs, urban greening, and integrated drainage systems.
